Swearing-in and Appointment of Member and Alternate Member of the Council of Presidential Advisers

The President has appointed the following persons to the Council of Presidential Advisers:

1.  Mrs Mildred Tan-Sim Beng Mei Member Appointed by the President, on the advice

of the Chairman of the Public Service Commission,

under Article 37B(2)(b)(iii) of the Constitution

from 2 June 2021 to 1 June 2022.

2. Dr Sudha Nair Alternate Member Appointed by the President, on the advice

of the Prime Minister, after consulting the

Chief Justice and the Chairman of the

Public Service Commission, under 37C(2)(b)

of the Constitution from 2 June 2021 to 1 June 2025.

Mrs Mildred Tan-Sim Beng Mei will replace Mr Goh Joon Seng, who stepped down as a member of the Council of Presidential Advisers on 21 April 2021 after 13 years of service. 

With these changes, the new composition of the Council of Presidential Advisers is as follows:

Career – Work Experience

Mildred Tan was the Managing Director with Ernst & Young Advisory Pte Ltd (2002 – mid 2018) where she was responsible for Business Advisory Business focusing on Performance Improvements for organizations including corporate strategy, people advisory. She led large complex transformation in the enterprise workforce and customers helping to develop frameworks and network integration, driving business strategies, innovations and change in building the new workplaces for technology & digital innovations for clients. One critical component is her oversight was in the Risk and corporate governance.

She was also the ASEAN Regional leader for EY Advisory (2006-2010) before she relinquished the role to assume the Leadership for EY’s Asia Pacific Government and Public Sector (2010-2018).  This role change brought her to work with various government sectors such as the Public service division, Education, Healthcare, Transport, Land and infrastructure development.

In addition to her varied portfolio Mildred was a Board member of the EY APAC Governing Council (Board) with oversight responsibility of EY offices across 13 countries (2011-2017).  She retired from the Firm in June 2018.

Career History

2002 – mid 2018 Mildred was appointed the Leader of the Advisory practice shortly after the merger of Arthur Andersen and Ernst & Young Singapore in 2002. She was named the Managing Director of the E&Y Business Advisory business in Singapore. She became the Asia Pacific Regional Managing Director for the Government and Public Sector for Ernst and Young (2010 to 2018). She was elected to the Asia Pacific Governing Council (Board) of Ernst and Young (2011-2017).

1992 – 2002 Mildred was a Partner in Business Consulting with Arthur Andersen.

1982 – 1992 She was Senior HR Director with Coopers and Lybrand (PriceWaterhouseCoopers).

1980 – 1982 Manpower Specialist Officer with Ministry of Defence.

Professional and Community Service

Mildred is the Chair of Singapore Totalisator Board (Tote Board) and Co-Chair for the Council for Board Diversity (CBD). She is also Board Director of National University Health System (NUHS), Wing Tai Holdings and AIA (Singapore) and a member of MAS Appeal Advisory Panel and Singapore University of Social Sciences Board of Trustees.

In addition, she sits on the Council of Presidential Advisers as a Member.

Mildred was conferred Justice of Peace in 2008 and was awarded PBM (Public Service Medal) in 2007 and BBM (Public Service Star) in 2014 for outstanding community service by the Singapore Government. She was nominated Member of Parliament in Singapore from 2009 to 2011.

Dr Sudha Nair

Sudha Nair is Executive Director at PAVE, the Integrated Services for Individual and Family Protection. She has been involved in the social work  sector since 1987 working primarily with disadvantaged communities. Dr Nair also spent a decade in academia, teaching at the Department of Social Work, Faculty of Arts and Social Science, National University of Singapore.

She is currently a member of the Public Service Commission; Board Member with the Housing and Development Board (HDB);  Director and  Member, Lee Kuan Yew Scholarship Fund; Chairperson of the Singapore Youth Award; Member of the Board of Visitors, SAF Detention Barracks;  Member of the  Board of Term Trustees, SINDA  where she also chairs the Family Development and Family Service Centre committees; Member of the National University of Singapore, Board of Trustees.
